1520 convicts benefited from the amnesty law

The Social Justice Council in the Democratic Autonomous Administration of North and East Syria revealed the number of those included in the General Amnesty Law No. 10 of 2024, which amounted to 1,520 convicts. 

The Justice Council said that 1,120 of them were released immediately after the issuance of the amnesty law and in several batches, indicating that the rest of the beneficiaries would be released gradually, once each of them had served half of the sentence, in accordance with what was stipulated in the amnesty law. 

The number of women who benefited from the amnesty amounted to 63 women, 35 of whom were released. 

The Council explained that every convict who had served half of the sentence, and whose crime was covered by the amnesty law, was included in the amnesty after ensuring his suitability during the period of his sentence that he spent in the reform and rehabilitation centers. 

 The Council noted that the amnesty law excluded those who fought against the Syrian Democratic Forces, leaders and trainers in terrorist organizations, as well as those who caused the loss of lives or committed bombings, in addition to those convicted of treason and espionage crimes, and explained that those included in the amnesty are only those whose hands were not stained with the blood of Syrians. 

The Council also indicated that some members of ISIS who did not participate in the fighting, and whose work was limited to some civil institutions under the rule of the organization, benefited from the amnesty. 

The Social Justice Council confirmed that the amnesty law includes all crimes punishable by Law No. 7 of 2020, and crimes against the security of the Autonomous Administration punishable by Law No. 2 of 2023, and committed before 7/17/2024, except for those excluded according to the paragraphs of the amnesty law.
